Understanding locked, awaiting-evidence and provider setup states
CatalogWise should always explain why a feature is unavailable and what the user can do next.
Locked
The feature exists but requires a higher plan, sufficient credits or authentication. The UI should show the required plan and upgrade CTA.
Awaiting evidence
The feature is available but has no evidence yet. The next action is usually run a scan, add a store, upload a feed or generate a report.
Provider setup
The product or provider needs setup before it can run. This is different from locked and should not be sold as active.

Follow the in-product CTA on the relevant dashboard or public route. If the state is locked or requires configuration, the page should explain the plan or provider requirement.
